Windows Tablet App

I am thinking about getting a HP Stream 7 Microsoft Signature Edition 32GB Windows 8.1 Tablet (http://www.amazon.com/HP-Microsoft-Signature-Edition-Personal/dp/B00PJDNP5K/ref=pd_sim_sbs_pc_3?ie=UTF8&refRID=1V48BYRV6P9PZ4T8Q0QX). Would I be able to download a Mendeley app (and/or just use mendeley with that device)? Thanks!
